Boleo Global: A New Stage After More Than 20 Years of Experience

In 1999 it was established BOLEO GLOBAL, under the name of BeCePe Associates EuroconsultantsMany years have passed, more than two decades. With the same enthusiasm and values ​​as always, but with the experience of the years, we collaborate with LEGAL VALUE, as we did in its day with Bores, Corradini & Puech Legal StudyAlways with the goal of contributing to strengthening the rule of law and economic and social development, we have developed many projects and gained many experiences in Brussels, where we started, in Washington, in Seville, and in all the countries where we have been fortunate enough to have a presence.

With a new corporate image and a renewed team, still led by the two founding partners, some changes to our working methods, and a redesigned website, we continue working with the main objective of adding value, contributing to the development of effective legal frameworks, and facilitating trade, market access, and the development of individuals, businesses, governments, and entities of all kinds. What have we done in these 23 years?

1. Legal advice to numerous companies in their international activities.

Since our inception, we have advised companies in the development of their international commercial activity. We are proud to have collaborated with Spanish companies such as GRUPO AGQ LABS, INÉS ROSALES, BIOMEDAL, GLASSING MONKEY, NATURALIA, RENEAN, SIT TRANSPORTES INTERNACIONALES, ECM MOVIES, and CLANTECH, among many others, facilitating their establishment or access to new markets, establishing strategic alliances, purchasing or selling assets or companies, and negotiating important international agreements. Other Spanish and European entities have also relied on our services in their international affairs, such as the Portuguese bridge construction company BERD – MBS, or the German entities CGC, HUELLEBRAND, and the Guatemalan company BINDER.

2. International technical assistance for the development of free trade agreements

We have actively worked in the negotiation and implementation of European Union trade agreements around the world. Initially, with the major European enlargement to the east, and subsequently in the development of the Barcelona Process in the Mediterranean, having worked on the association agreements with Morocco, Tunisia, Jordan, and Lebanon. Since the beginning of this new century, we have contributed to the implementation of highly significant agreements in Latin America (Chile, Mexico, Central America, Mercosur, the Andean Community, and Caricom). We also have extensive knowledge of the European Union's trade agreements with the United States, the consequences of Brexit, and relations with countries such as Morocco, China, the Philippines, and Ethiopia, among others.

3. Strengthening the rule of law and justice, legal reforms, and protection of human rights

Funded by major international cooperation agencies (EU, USAID, IDB, UNDP, OSCE, etc.), we have contributed to the development of significant international projects aimed at strengthening the rule of law. Some of these projects are highlighted below:

  • Evaluation of the GOJUST HUMAN RIGHTS Project in the Philippines (AECID/EU).
  • Advice on international contracts and arbitration to the Government of Ethiopia and the Office of the Attorney General within the framework of the FETHE (JUSTICE) ACTIVITY (USAID) project.
  • Integrated and Sustainable Program for Social Cohesion in Mexico (UE-PRODESIS).
  • Strengthening the Judicial System in Uzbekistan (OSCE/UNDP).
  • Development of a Guide (Manual) for the Application of Dispute Resolution Procedures and Mediation Mechanisms within the framework of the Association Agreement between Central America and the European Union.
  • Strengthening the Judicial School in Guatemala (IDB).
  • Judicial Reform in Panama (EU).
  • Legal Frameworks for Banana Value Chains and Competitiveness in Belize and ACP Countries (EU – BAM Programme).
  • Training of key players in the justice sector in Guatemala (UE-CAPSEJUST).
  • Strengthening the School of Judicial Studies

Boleo Global assumed responsibility for developing the proposal and leading the project, which was highly successful and even significantly improved the expected results, providing highly relevant contributions to the School of Judicial Studies of the Guatemalan Judiciary. Initially, the consultancy had three main objectives:

  • Design and implement the School of Judicial Studies' Criminal Law Educational Model for the development of training programs for judicial personnel.
  • Conduct a diagnosis of training needs in criminal matters to develop the training plan for this specialty.
  • Design a pilot program in accordance with the new Educational Model for Criminal Matters and implement the training plan for the topic identified in the needs assessment.

Here's a sample of one of the nine audiovisuals produced. A comprehensive virtual training course was also held on the jurisdiction of justices of the peace regarding less serious crimes.

  • Security and Justice in Guatemala (CAPSEJUST)

This short audiovisual presentation originally presents the content of the European Union Support Program for Security and Justice in Guatemala (SEJUST), which works with institutions in the Security and Justice sector to benefit the Guatemalan population by improving the quality and access to justice services. This contributes to reducing the high rates of impunity, guaranteeing due process, promoting respect for the rights of victims and vulnerable groups, and seeking the re-education of adolescents in conflict with the criminal law. Together with PROATEC, BOLEO GLOBAL developed the training project known as CAPASEJUST.

With a total of 96 activities in accordance with the corresponding Technical Sheets prepared by the SEJUST Program, 7,854 justice sector actors were trained, compared to the 3,000 initially planned in the terms of reference. Of varying nature and scope, the activities, sometimes composed of numerous sub-activities, have consisted mainly of training sessions, workshops, specialized courses, experience exchanges, conferences, and other training activities and the provision of technical assistance services. In addition, a series of studies and publications were produced in accordance with the requirements of the SEJUST Program officials in coordination with the beneficiary entities (ICMS, OJ, INACIF, MP, IDPP, SBS, SP, UPCV, and CICIG).

4. Development of the private sector, competition and competitiveness

Wealth generation is based on the ability to efficiently manage economic resources and the development of the private sector. To this end, in recent years, we have contributed to numerous projects aimed at strengthening product organizations, improving product quality, and accessing international markets, facilitating competition and increasing competitiveness.

  • Strengthening the system for the protection of intellectual and industrial property rights in Mexico, especially geographical indications (EU-PROTLCUEM).
  • Project to Strengthen the Legal Competitiveness of SMEs by Increasing Quality and Improving Conformity Assessment Procedures in Costa Rica (UE-PROCALIDAD).
  • Rural and Local Development Program in Huehuetenango (UE – PDRL).
  • Competitiveness and MSME Program in Guatemala. Strengthening the Competitive Sector (UE).
  • Banana value chains (EU).
  • Harmonization of intellectual property regulations (Estonia).
  • Strengthening Quality Management in Lebanon (UE – Qualeb).

  • Exchange of experiences between Producer Organizations from Huehuetenango, Guatemala, and Andalusia.

The PDRL's objective was to support comprehensive and equitable development processes in Huehuetenango. Within the framework of this project, this contract aimed to contribute to the strengthening of first- and second-level Small Producer Organizations in the Department of Huehuetenango through training and the exchange of experiences and knowledge of agricultural and commercial production systems in Andalusia. Contributing to the sustainability of second-level small producer organizations by strengthening their practical knowledge through the exchange of experiences with similar organizations in technological and commercial aspects related to the management of agroindustries and commercial chains, the protection of designations of origin and geographical indications, and their enhancement are some of the actions developed. The 10-day working visits to Andalusia and the prior training, as well as contact with cooperative organizations, regulatory councils, and other entities, positively contributed to the strengthening of production processes aimed at market access and the sustainable and effective consolidation of product sales in specialized markets.

  • BAM Program in Belize

Within the framework of the BAM program for the restructuring and competitiveness of the banana sector in Belize, several communication and promotional tools were developed, including a website and several audiovisual presentations. Here we show one of them, which details the banana production process.

  • Strengthening the Cooperative Sector in Guatemala

Many projects lack adequate communication, leaving their scope and content unknown. This short video shows the work carried out with the cooperative sector in Guatemala within the framework of the European Union's Competitiveness and MSMEs Project.

5. Project Evaluation

The European Union has relied on us to evaluate numerous European and international programs and projects. A good example is Al-INVEST, a program that had significant consequences for investment and trade relations with Latin America. We have also evaluated important projects related to justice (e-Codex with the ministries of justice and entities linked to the 28 Member States, GOJUST Human Rights in the Philippines) and economic development (COST, EASME, H2020, etc.).

6. European Projects

Since its inception in Brussels, BOLEO GLOBAL has participated in numerous European Union programs and initiatives, primarily in the development of the Area of ​​Freedom, Security, and Justice (Schuman, Jean Monnet, Grotius, Justice, etc.). It has developed interesting studies and projects, as well as multidisciplinary meetings and training activities with the participation of many European partners. It has also published several publications, hosted numerous conferences and training activities, and produced studies and contributions of great interest to the European Union integration process.

10. Promotion of Andalusia in the world

  • Documentary Bernardo de Gálvez

On December 9, 2014, the United States Congress granted honorary citizenship to a Spaniard: Bernardo de Gálvez, thus becoming one of only seven men to have received this distinction throughout the history of this country, along with Lafayette, Mother Teresa of Calcutta, and Winston Churchill.

There is a great deal of ignorance about the importance of Spain in the independence of the United States, as it was crucial for the newly rebellious American colonies to achieve independence, providing significant military and economic aid. At the initiative of Teresa Valcárcel, a Spanish woman living in Washington, and the Bernardo de Gálvez Association, his portrait was hung in the United States Congress, thus fulfilling an old resolution passed by the Congress in 1778 that had not been implemented.

Bernardo de Gálvez, born in Macharaviaya (Málaga) in 1746, was a Spanish soldier who actively participated in the Revolutionary War with 7,500 men he recruited. He captured the port of New Orleans and defeated the British in the battles of Baton Rouge, Louisiana; Natchez, Mississippi; and Mobile, Alabama. The Battle of Pensacola was a heroic action that allowed the Mississippi River to be controlled, thus enabling supplies to be delivered to the rebels fighting against the English.

The Gálvez family was an enlightened family of humble origins who rose to hold some of the most important positions during the reign of Charles III. Matías, Bernardo's father, was Viceroy of New Mexico, and his uncle became the all-powerful Minister of the Indies, controlling a territory 20 times the size of Spain.

Every July 4th, Macharaviaya, the Gálvez family's birthplace, celebrates U.S. Independence Day, making it the only town in Europe where it is celebrated. Across the ocean, in Florida, the capture of Pensacola is reenacted and commemorated, and homage is paid to Bernardo de Gálvez. Cities such as Galveston (Texas), Galveston County (Texas), Galveston (Louisiana), and San Bernardo Parish (Louisiana) owe their names to Bernardo de Gálvez.
